When the papacy returned to Rome after its exile in Avignon, the pope wanted a territorial defense system and built a series of fortresses. The Papal States territory around Umbria was entrusted to Spanish Cardinal Albornoz, who ordered the construction of the Rocca and gave the commission to architect Matteo Gattapone. Work stated in 1359.

The rectangular structure is punctuated by six square towers and is an imposing presence. It has two internal courtyards, one was for military purposes and the other for ceremonial functions. The Cortile d'Onore is outlined by a two-story arcade with celebratory frescoes in its vaults. The salons also bear beautifully frescoed scenes. The fortress was a defensive outpost then hosted dignitaries and rules, including papal governors and the infamous Lucrezia Borgia. In the mid-1700s the governors moved their headquarters into the historic center of Spoleto, abandoning the Rocca. In 1817 it was turned into a prison and remained one until 1983. Following an extensive restoration, the Rocca was opened and is now the jewel of Spoleto's cultural calendar, hosting a museum, events and exhibits in the salons, and concerts and theatrical shows in the courtyards.
